Col. Hortenz Cabrera is the taciturn, harsh commander of the Sección de la Seguridad Política (SSP) in the San Angeles Police Department (SAPD), a secretive unit that specializes in counter-terrorism, counter-intelligence and counter-political activities that often fall within the grey zone of legality. Cabrera is an old-fashioned detective who isn’t afraid to get his hands dirty in pursuing enemies of the state and disappearing them if they pose a lethal threat to society. His unit has often been accused of human rights violations but has mostly escaped punishment because of his close ties to Sense/Net and their hands-off approach to news reporting about his activities (most of which are either ignored or glossed over in the mainstream media).
